Approved Document L1, 2006 – New Dwellings.

Summary only, to be read in conjunction with Building Regulations Approved Document L1A 2006

• Part of UK Commitment to the Kyoto Protocol

• Target, Elemental and Carbon Index method of compliance no longer acceptable.

• 20% increase in energy efficiency.

• Introduction of single method of compliance, if DER <= TER, and other factors, then property complies

• TER Target Emission Rates, the maximum emissions allowed for a particular dwelling.

• DER Dwelling Emission Rates, the actual emissions rate for the designed dwelling.

• Maximum U-values for Elements and Minimum heating system efficiency. (not design criteria)

• Allowances within calculations for Mechanical ventilation and cooling, energy efficient internal lighting, external lighting and secondary heating systems

• Criteria to limit Solar overheating in summer.

• Provision for, Micro CHP, Heat Pumps, Solar Panels and Photovoltaic systems.

• Implementation of approved construction details for Air Permeability and Thermal Bridging.

• Introduction of Pressure testing of completed dwellings, worst acceptable limit 10m3/hr per m2 @50Pa, with alternative arrangement for pressure testing for development of 2 or less houses.

• SAP Energy Rating, TER / DER emissions rate calculation undertaken by accredited person, utilizing BRE approved software in accordance with SAP 2005

• SAP Energy Rating, TER / DER calculation provides Design Stage Checklist.

5 Step Compliance Criteria for Building Regulations Approval

• Use of Checklist Procedure.

Design Stage

• Criteria 1 - TER v DER.

• Criteria 2 - Performance no worse than minimum standards.

• Criteria 3 - Limiting the Effects of Solar Gains in Summer, check no excessive overheating.

Construction Stage

• Criteria 4 - Check actual constructions performance complies.

• Criteria 4 - Pressure Testing of Dwelling

• Criteria 4 - Commissioning of Heating and Hot Water Systems.

• Criteria 5 - Provide operating and maintenance information for the dwelling.

• Criteria 5 - Provide an Energy Performance Certificate upon completion, based upon as-built information, for displaying within the property.
  

Approved Document L1B - Extensions, Conversions, Alterations etc

Summary only, to be read in conjunction with Building Regulations Approved Document L1B

• Part of UK Commitment to the Kyoto Protocol

• Maximum u-values, when renovating or retained thermal elements as part of a ‘material change of use’ or ‘material alteration’, ie barn conversions, replastering solid wall, replacement of ground floors, replacement of roof covering on an existing property.

• Elemental approach, with maximum u-values for thermal elements for extensions, with Window Area of 25% of total floor area.

• Area weighted average uValue as an alternative method of compliance for extensions.

• SAP Energy Rating / DER as an alternative method of compliance, undertaken by accredited person, utilizing BRE approved software.

• Provision for Conservatories and substantially glazed extensions, thermal separation, independent temperature and on/off controls of heating systems.

• Provide an Energy Performance Certificate for relevant work, upon completion, based upon as built information, for displaying within the property.

• Provide operating and maintenance information for the dwelling.
